The Council has a statutory duty under the Crime and Disorder Act 1998 to work in partnership with the Police, Norfolk County Council, Fire Service, Primary Care Trust and other agencies such as Norfolk Drug and Alcohol Action team (DAAT), Probation Service, registered social landlords (RSLs), the voluntary sector and town and parish councils, to name a few, to reduce crime and disorder at a local level.

The legislation requires that the partnership, on a three-yearly cycle; conducts a crime, disorder and drugs audit, consults widely with the public and hard to reach groups on the findings of the audit, to select priorities for action and produce yearly action plans based on the priorities and to monitor and evaluation progress against targets.

The Anti Social Behaviour Act 2003 has placed responsibilities on the Partnership to address this lower level type of crime too, as it greatly affects the quality of life of all those who live and work in the area.
