Breckland Council is signed up to the Norfolk Multi-Agency Protocol for reporting racist incidents. The Council has extended this role to incorporate the recording of all hate incidents reported to the Council.
We are a third party reporting agency which means that victims or witnesses of a racist or hate incident can make a report to any member of the Council who will then in turn communicate these reports to the police or other agency direct.
What is a Hate incident?
A Hate Incident is defined as any incident, which may or may not constitute a criminal offence, which is perceived by the victim, or any other person, as being motivated by prejudice or hate. This includes acts that are discriminatory to any individuals or groups.
What kind of incidents should be reported?
You should report any incidents where the perception of the victim or any other person is that the motivation for the prejudice or hate is based upon:
- Race
- Sexual orientation
- Faith
- Disability
Remember “any other person” could include you.
No incident is too small - hate incidents can take many forms from name calling and bullying, to threats of violence, to actual violence and criminal damage.
We want to know about all forms of hate incidents, so that we can ensure that victims are supported and that offenders understand that this type of behaviour will not be tolerated. If you have been victim or a witness of a hate incident, contact Breckland Council for support in making a report.
Other ways of reporting Racist, Homophobic, Disablist or other discriminatory incidents are by contacting the police.

Or people can pick up a self-reporting form at any of the Council’s offices.
