The Local Development Framework (LDF)

The Breckland Local Development Framework (LDF) will replace the adopted Local Plan and plan for the period up to 2026.  The objective of the LDF will be to support Breckland communities that:

  • are economically prosperous;
  • have decent homes at affordable prices;
  • safeguard the countryside; and
  • enjoy a well designed, accessible and pleasant living and working environment

The preparation of the LDF will be underpinned by effective community participation.

Like the adopted Local Plan, the new LDF will be the starting point for determining planning applications.

The Breckland Local Development Framework needs to be prepared in line with the requirements in the emerging Regional Spatial Strategy (RSS) - East of England Plan.  The RSS can be read at http://www.go-east.gov.uk/goeast/planning/regionalplanning/.  The Regional Strategy is an important planning document and will form part of the Development Plan, against which planning applications will be considered.

This leaflet outlines how the new planning system will work in Breckland.  Please note that dates have changed.  For an up-to-date timetable see our Local Development Scheme below.

Current Consultation

Breckland is currently consulting on the Issues and Options of the Site Specific Policies and Proposals Document of the LDF.  The document will allocate areas of land for different uses and make amendments to current settlement boundaries.  Over the months of March and April, landowners and developers were invited to submit sites that they wished to be considered for allocation in this document.  This first round of consultation will seek the public and stakeholders views on the sites promoted.

Previous Consultation

Breckland recently consulted on the Preferred Options of the Core Strategy and Development Control Policies.  This document set out the Council’s preferred spatial vision and strategy for development in Breckland up to 2026.  We received more than 700 representations on the document and these are now being assessed by officers.The document together with the representations received can be found by clicking the link below:

Local Development Scheme

The Local Development Scheme is our timetable for producing the LDF.  Our Local Development Scheme sets out in more detail what the Breckland Local Development Framework will look like.  Click here for more information.

Statement of Community Involvement

The Statement of Community Involvement (SCI) sets out how Breckland intends to involve its communities in the planning process.  This includes participation in all parts of the Local Development Framework (LDF) process and in significant planning applications.  Click here for more information.

Core Strategy and Development Control Policies

This document will set out the Council’s overall strategy for development in the district over the plan period and set out the policies that will help determine how the development takes place.  Click here for more information.

Site Specific Policies and Proposals

The Site Specific Policies and Proposals will set out where new development will take place and identify land that will be protected.  Click here for more information.

Annual Monitoring Report (AMR)

All local planning authorities are required to publish Annual Monitoring Reports (AMRs).  The document outlines the Council’s progress against a number of Core Output Indicators required by the Government.  At this time, not all of these are able to be monitored however future AMR’s will endeavour to meet these requirements.  The AMR is available to download free from the publications page.
