![]() The Breckland Site Specific Policies and Proposals Development Plan Document will allocate areas of land for different uses to deliver the Breckland Core Strategy and thus meet the development needs of the District up to 2026. The document will allocate land for housing, employment, retail, open space, a gypsy and traveller site(s), and affordable housing. As well as proposals for the allocation of land for specific types of development, the document will also set out requirements, where appropriate, for development briefs and concept statements. In addition to this, the document will also review Settlement Boundaries in the District inline with the Core Policies contained within the Core Strategy and Development Control Policies Development Plan Document. The Site Specific Policies and proposals document covers all of the District with the exception of Thetford and Snetterton. Separate Area Action Plans are being produced to allocate specific land in these locations. Issues and Options Consultation - Summer 2008The Issues and Options Consultation on the Site Specific Policies and Proposals Document is open for consultation for 12 weeks between 12 noon on the 30th June and 5pm on the 26th September 2008. This is the first consultation stage in the production of the Site Specific Policies and Proposals Document. The consultation aims to get the views of the public and key stakeholders on sites that have been proposed to the Council by landowners and developers. The consultation also seeks views on other site specific policies, such as potential retail re-development locations, potential open space areas and options around amendments to settlement boundaries. Over the months of March and April, landowners and developers were invited to submit sites that they wished to be considered for allocation in this document. Over this period Breckland received over 650 proposed sites from landowners and developers. The amount of land promoted to the Council far exceeds the land required to deliver the development needs of the District set out in the draft Core Strategy. It is the Council’s intention to consult on all of the proposed sites to ensure an informed decision is made when short-listing the sites for allocation in the final draft of the document. No detailed assessment has been made of the sites proposed to the Council in this consultation. However the Council has undertaken a preliminary sift of the sites and have assessed their conformity against the Council’s emerging Core Strategy. This has resulted in sites being categorised into the following 3 categories: 1. Conforming Sites: Confirmoming sites are those that are currently consistent with the emerging LDF Core Strategy. T hese sites are usually immediately adjacent to a settlement highlighted in the Core Strategy where growth will take place e.g. Local Service Centres proposed for growth or one of the towns. 2 Non-conforming: The non-conforming sites are those which are not in conformity with the emerging Core Strategy but are located in potential locations for growth if the Strategy were amended. Sites where there are other conflicting issues such as flood risk are also in this category. 3. Unreasonable: Unreasonable sites are those which cannot sustainably deliver the strategy by way of significant allocations and are mainly those sites in villages and hamlets. It may well be that some of the sites within this category will be addressed through minor amendments to settlement boundaries although there is no guarantee of this.
