Core Strategy and Development Control Policies

What is it?

The Core Strategy and Development Control Policies Development Plan document will be one of the two main parts of the Breckland District Local Development Framework and will set out the strategic spatial vision for Breckland.  It will also set out the core policies that will apply across the whole district and incorporate general development control policies.

Why do we need this document?

Breckland district will experience significant change over the next 20 years.  The draft East of England Plan (the Regional Spatial Strategy) sets some challenging targets for Breckland over the period 2001 to 2021 – 15,200 new homes and at least 6,000 new jobs.  The Regional Plan identifies Thetford as a Key Regional Centre for Development and Change and indicates that the other market towns and some larger villages where services are available have a role to play in making sure new development is accommodated in a sustainable manner.

The Core Strategy and Development Control Policies document will set out the proposed:

  • Scale and broad location of development (housing, jobs and retail) over the next 20 years
  • Policies that we could use to assess planning applications

It is stressed that this document will not look at the detail of site specifics, rather the broad principles of where development should be located and how proposals should be assessed.

Preferred Options Consultation 2007/08

Breckland recently consulted on the Preferred Options of the Core Strategy and Development Control Policies.  This document set out the Council’s preferred spatial vision and strategy for development in Breckland up to 2026.  We received more than 700 representations on the document and these are now being assessed by officers.  The document together with the representations received can be found by clicking the link below:

Development Choices Consultation

In March and April 2007, Breckland consulted on issues and potential options on the development choices for Breckland.  The comments received in this consultation have helped formulate the preferred policy options and strategy found in the Core Strategy and Development Control Policies Preferred Options consultation document.

Previous Events and Consultations

Preferred Options

The Preferred Options October 2005 were prepared based on ideas and solutions to key planning issues provided in Government guidance, evidence on the state of Breckland and from responses from The Issues and Options Summer 2005.  Additionally we have looked at ideas and comments received on the Local Plan Review Issues Report prepared in 2001/2002.

Various events and developments lead to the decision in the Autumn of 2006 to delay submission of the Strategy and Core Policies Document which at that time was scheduled for December 2006.  This delay would enable more detailed consideration of the scale and location of development and further consideration of a number of issues where new evidence was available.

Issues and Options

The Issues and Options was the first main consultation for the Strategy and Core Policies Document.  During the Summer of 2005 a series of events and consultation methods were used to find out what were some of the key issues that face Breckland over the next 15 years and how they can be tackled through policies and proposals the Council sets out in the Local Development Framework (LDF).  Also presented were some of the options for how we might go about addressing the issues.

Submission

Following the decision to revise the timetable for the LDF, submission is currently scheduled for Autumn 2008.

Sustainability Appraisal

To make sure the Core Strategy and Development Control Policies is sustainable, a Sustainability Appraisal Report (SAR) has been prepared along side the Preferred Options consultation document.  The SAR assesses each preferred option and alternative option against objectives that cover environmental, economic and social factors to see whether the impact is likely to be negative, neutral or positive.

As well as being online, all Core Strategy and Development Control Policies Documents are available to view in our main offices and the Council’s Customer Contact Centres.  They are also available as reference documents in the public libraries in the market towns across Breckland.
