Housing and Homelessness strategies

Breckland has produced several strategies in partnership with neighbouring authorities and our key stakeholders. These strategies set out our vision for the provision and improvement of housing and homelessness services in the district and beyond.

Housing Strategy

This Housing Strategy is our vision for housing in the Breckland District. It sets out our objectives, targets and policies for the management and delivery of the strategic housing role, and provides an overarching framework against which we can consider and formulate policies on more specific housing issues.

The strategy obtained a ‘fit for purpose’ rating from the Government in March 2005. The strategy now has a five year life cycle, subject to annual review.

Homelessness Strategy

Since the introduction of the Homelessness Act 2002 the Council has had a statutory duty to produce a Homelessness Strategy. A homelessness strategy for Breckland was adopted by the Council in July 2003 and subsequently received approval from the Office of the Deputy Prime Minister.  

The Homelessness Act 2002 also requires local authorities to take a more comprehensive approach to tackling homelessness, promoting prevention of homelessness over traditional responses, and taking an overview of future needs. An inspection of the Housing Advice and Homelessness Service by the Audit Commission in 2005 re-emphasised this message and identified a need for the Council to significantly improve its strategic approach to the provision of homelessness services in the district.  

In light of the results of the inspection and other external and internal evaluations of the services we offer to people who are homeless or suffering housing difficulties, the existing Homelessness Strategy was no longer an up-to-date working document, progressive enough to reflect the Council’s ambition to provide excellent housing services. A thorough review of the strategy was therefore required.

The Strategy was reviewed in partnership with the Breckland Homelessness Forum, a multi-agency group of key providers of housing, support and specialist advice in Breckland. This Homelessness Strategy sets out the need for homelessness and housing advice services in the Breckland district, and how the Council will go about meeting this need in partnership with our stakeholders.

The Strategy was adopted by Full Council in August 2006 and is available to view and download by clicking the below link.

In July 2007 an Annual Review of the Strategy was undertaken to ensure the information we are using to drive the development of our Housing Advice and Homelessness service is up-to-date, and to keep our Action Plan current and relevant. This document is a companion document to the main strategy, and sets out the areas in which our service will develop over the next 12 months. Affordable Housing Policy

The Council’s Affordable Housing Policy (adopted 31 July 2003) sets the basis on which the Council will negotiate affordable housing in Breckland with key partners. The first part of the policy reflects the Council’s commitment to provide housing through the planning system, and that all the affordable housing provided in the district should be truly affordable and of appropriately high quality.

This strategy was produced in partnership with King’s Lynn & West Norfolk and North Norfolk Councils and sets out the priorities for housing in the sub-regional area.

Strategy to address the housing and support needs of people with a physical or sensory impairment

This strategy was produced in partnership with a county wide steering group, involving housing, occupational therapy, social services, health and supporting people.  It is presently subject to consultation; if you would like to respond, we would welcome your comments by 20th July 2008.
