
Local Strategic Partnership for Breckland
The Local Strategic Partnership for Breckland (LSP) was set up two years ago to develop more effective ways of working together to achieve better results for local people. This Community Plan for Breckland is a long term plan developed by the LSP to improve the quality of life for people working in, living in and moving to the district. It aims to reflect the main priorities of Breckland residents, and to develop a shared vision for public, private, voluntary and community partners.
The LSP vision is: "to improve the quality of life for people living and working in, and visiting Breckland."
Under the banner ‘Partnerships in Action’, we will work on strengthening the links between public sector agencies, local government, the business community and voluntary and community organisations to improve the quality of life for people in the district. Working together, we will link our organisations’ policies so that they make sense to local people. Our vision provides the context in which all other strategies and plans of the partners are grounded.
In October 2003 we published the Initial Plan which sought local people’s commitment and comments to develop this comprehensive Community Plan for Breckland. In January 2005, a consultation questionnaire on the priority actions to be carried out was sent to all households in the district, local opinion formers (eg. schools, local businesses), and other key agencies. We have used the feedback and ideas received to identify the most important priorities for local people, and to prioritise action plans for the first three years for improving the quality of life in the district. We have produced this Community Plan for the Breckland district, focusing on achievable outcomes, priorities, specific goals and achievable outcomes. Local people’s needs and aspirations, together with national and regional priorities, have been used to establish the priority areas that feature in this Plan. These in turn have been divided into eight themes to focus on the issues that matter most to the people of Breckland:
- Environment – To protect, value and improve Breckland’s environment and help to tackle national and global environmental issues
- Culture – To provide cultural and leisure opportunities that improve the life and well-being of all our residents and visitors
- Economic Development – To make the district an economically prosperous place, which attracts and supports local businesses and encourages local enterprise
- Learning – To encourage lifelong learning opportunities for everyone living and working in the district
- Health – To improve the overall health and wellbeing of Breckland residents
- Transport – To reduce the need for travel, and improve transport choices
- Housing – To develop a range of affordable, decent housing options to meet a range of needs
- Community Safety – To contribute to a safer community in Breckland
Breckland’s residents, community organisations and businesses were consulted throughout the whole process of developing this Plan. Initially, they were consulted to identify the key issues and concerns facing the district. Later we asked them whether they agreed with our summary of the main issues and concerns and our intentions for tackling them under eight key themes.
This Community Plan for Breckland is the starting point for joint action. Feedback from the consultation exercises has helped us to prioritise the associated Action Plans, together with details of how we are going to achieve them. New issues will be included in future updates and Action Plans as we make progress and review what more we can do together as the LSP.
