Comprehensive Performance Assessment

Comprehensive Performance Assessment (CPA) is part of the wider agenda set out in the Local Government White Paper Strong Local Leadership – Quality Public Services. The White Paper encourages greater focus on improved services for local people by freeing good councils from central government controls and restrictions, and providing poorer councils with more, and better focused, support for improvement. CPA is the first step in the process of making an overall judgement of where each council stands.

  Resulting from our CPA inspection in 2003, the Audit Commission stated,

"The way that Breckland District Council is run and the delivery of services has been assessed as good (on the scale excellent/good/fair/weak/poor)".

Breckland Council continues to make progress on improving services for local people.  For some time we have worked to create Community Area Partnerships - designed to ensure that actions are built on the views of local people and involve them in deciding what happens in their area. Together, the Council and its partners has developed a Community Plan for Breckland that reflects the views of the public and provides a mechanism to monitor improvements. While committed to maintaining or improving our CPA rating, we will make sure any changes to our services and service improvements are carried out in full consultation with local communities. We will also make sure that such improvements do not mean big increases in Council Tax; we are determined to keep Breckland Council’s share of the Council Tax at the lowest possible level while continuing to provide high quality services.

Annual Audit and Inspection



External audit is an essential element in the process of accountability for public money and makes an important contribution to the stewardship of public resources and the corporate governance of public services.

This is our Annual Audit and Inspection Letter for members for 2007/08, and is presented by the Council’s Relationship Manager and District Auditor. The letter summarises the conclusions and significant issues arising from our recent audit and inspections of the Council.
