Welcome to the LDF pages of the Breckland Council website. Please note that these pages will be replaced over the forthcoming weeks with new pages designed to improve the way you can access information on the LDF. The review of these pages will not affect your ability to access to the information provided on-line or your opportunity to comment during LDF consultations.

The Breckland Local Development Framework (LDF) will replace the adopted Local Plan and plan for the period up to 2026.  The objective of the LDF will be to support Breckland communities that:

  • are economically prosperous;
  • have decent homes at affordable prices;
  • safeguard the countryside; and
  • enjoy a well designed, accessible and pleasant living and working environment

The preparation of the LDF will be underpinned by effective community participation.

Like the adopted Local Plan, the new LDF will be the starting point for determining planning applications.

The Breckland Local Development Framework needs to be prepared in line with the requirements in the emerging Regional Spatial Strategy (RSS) - East of England Plan.  The RSS can be read at http://www.go-east.gov.uk/goeast/planning/regionalplanning/.  The Regional Strategy is an important planning document and will form part of the Development Plan, against which planning applications will be considered.

This leaflet outlines how the new planning system will work in Breckland.  Please note that dates have changed.  For an up-to-date timetable see our Local Development Scheme below.

Current Consultation

Proposed Submission Core Strategy and Development Control Policies Document

In accordance with Regulation 27(e) of The Town and Country Planning (Local Development) (England) (Amendment) Regulations 2008, Breckland Council has published the Proposed Submission version of its Core Strategy and Development Control Policies Development Plan Document and is inviting representations on its ‘soundness’.

Representations can be submitted to the Council between 9 am on Monday 5th January 2009 and 5pm Monday 16th February 2009. Late representations cannot be considered.

The document outlines the Council’s proposed vision, strategic objectives and spatial strategy for the entire Breckland District up to 2026.  The document also includes policies against which planning applications will be considered and shows how the Proposals Map will be amended to reflect the new policies.

Representations can be made using the interactive document via the above link or can be made in writing using the standardised form provided with the document.  Written representations should be sent to The Programme Officer, Breckland Council, Elizabeth House, Walpole Loke, Dereham, NR19 1EE or e-mailed to programme.officer@breckland.gov.uk.  Representations can be accompanied by a request to be notified of; when the document is submitted for independent examination, the publication of the inspector’s recommendations and the adoption of the document.

Previous Consultation

Site Specific Policies and Proposals Development Plan Document

Breckland has recently consulted on the first round of Issues and Options of the Site Specific Policies and Proposals Document of the LDF (Regulation 25).  The consultation sought stakeholder’s views on sites submitted to the Council for consideration in the plan.  A number of additional sites were promoted to the Council during the consultation.  These sites will be subject to consultation early in the New Year.

Core Strategy and Development Control Policies Development Plan Document

In early 2008, Breckland consulted on the Preferred Options of the Core Strategy and Development Control Policies.  This document set out the Council’s preferred spatial vision and strategy for development in Breckland up to 2026.  We received more than 700 representations on the document.  These comments have been assessed and will help formulate the policies in the forthcoming submission version of the Core Strategy and Development Control Policies.  Follow this link to see a list of all the comments received and this link to view the consultation document.

Local Development Scheme

The Local Development Scheme is our timetable for producing the LDF.  Our Local Development Scheme sets out in more detail what the Breckland Local Development Framework will look like.  Click here for more information.

Statement of Community Involvement

The Statement of Community Involvement (SCI) sets out how Breckland intends to involve its communities in the planning process.  This includes participation in all parts of the Local Development Framework (LDF) process and in significant planning applications.  Click here for more information.

Annual Monitoring Report (AMR)

All local planning authorities are required to publish Annual Monitoring Reports (AMRs).  The document outlines the Council’s progress against a number of Core Output Indicators required by the Government.  At this time, not all of these are able to be monitored however future AMR’s will endeavour to meet these requirements.  The AMR is available to download free from the publications page.
