In making this submission our aim is to ensure the best possible outcome for Norfolk. We have engaged with the local government review from the outset and will continue to work with the Boundary Committee throughout 2008. Although we favour retention of the existing two-tier arrangements in Norfolk, if a unitary solution is to be implemented, we believe that a model of three unitary councils is the best possible solution for the County.
Three unitary councils will ensure the highest level of democratic accountability and strategic leadership, and will provide well balanced governance arrangements able to address the needs and issues of three distinct communities. We have taken the opportunity to work with other districts, led by differing parties, who have all contributed to the development of this outline proposal. This proposal has the greatest level of consensus of any developed thus far in the review process.
The three unitary model strikes the right balance between economy, democratic engagement and effective, efficient service delivery.
