As part of the drive to streamline the planning service, the Government is introducing a new National Standard Planning Application Form, known as 1APP. From 6th May 2008, 1APP will supersede all existing planning application forms, and applications made on other forms after that date will not be valid. Whilst applicants are being encouraged to make applications electronically using 1APP, it will be possible still to submit paper applications in the normal way using 1APP forms. Paper copies of 1APP forms will be available from the Planning Portal or the Council in due course.
In the period leading up to 6th May, transitional arrangements have been introduced to enable applications to be made using either the new 1APP forms or the old Breckland application forms. This transitional period commenced on 10th March 2008. See below for access to all the forms available.
Validation of applications
To support the introduction of 1APP, the Government has introduced new guidance on the information required to be submitted with planning applications. This guidance is essentially in two parts:
- a "National List" of the information that must be submitted with all applications (completed forms, fee, plans and drawing etc), and
- a "Local List" of additional supporting information they may be required depending on the nature of the application (Flood Risk Assessments, Tree Surveys, Planning Policy Statements, etc).
Local Planning Authorities are responsible for preparing their own Local Lists, drawing from published national guidance and having regard to local circumstances. Breckland Council's Local List has recently been published and comprises a series of Validation Checklists for different application types, appended to the Council's "Guide to the Validation of Planning Applications".The Guide and Local List can be downloaded here.
