The Policy and Performance Team manages the Council’s business planning cycle and the policy framework.  The team ensures that changes in local, regional and national priorities are incorporated in the delivery of the Councils Business Plan 2008-2014 and are recognised in its policies.  It also manages the equalities and diversity agenda for the council communicating the Council's commitment to equalities through the Breckland Council's Comprehensive Equality Policy and Action Plan 2008-2010.

Local Area Agreement

Local Area Agreements (LAAs) are the key tool for delivering local priorities.

As defined by the government, a local area agreement (LAA):

“Sets out the ‘deal’ between central government and local authorities and their partners to improve the quality of life for local people. As such, the LAA is also a shorter-term delivery mechanism for the Sustainable Community Strategy (SCS)”.  

This is a three-year agreement between a local area and central government.  The LAA describes how local priorities will be met by delivering local solutions.

Corporate Area Assessment

Comprehensive Area Assessment (CAA) is a new way of assessing how effectively local partnerships are working together to deliver local people's priorities.  It's a joint assessment made by a group of independent watchdogs about the performance of local public services.

Council Policies and Plans

The Local Government Act 2000 places a requirement on local authorities to produce a number of strategies and plans that must be approved by Full Council because of their significance in tackling strategic issues like crime.

Governance and Risk

Governance

- The number and significance of partnership working arrangements that Breckland Council enters into has grown in recent years.  These partnership arrangements vary from statutory partnerships, which pool budgets and commission services, to less formal groups, which share knowledge and best practice.

Risk

- is the threat that an event or action will adversely affect an organisation's ability to achieve its objectives and to successfully execute its strategies.  Risk Management is the process by which risks are identified, evaluated and controlled.  It is a key element of the framework of governance together with community focus; structures and processes, standards of conduct and service delivery arrangements (Audit Commission - Worth the Risk extract).

Council Performance

The Council is determined to ensure high quality customer-focused services for all our residents and visitors to Breckland.  The Council also wants services to go on getting better year by year.  We measure our performance frequently against national performance indicators which enable us to compare our performance with other councils.  We also set ourselves targets against local indicators that are of particular importance in the district.

Equalities

Breckland Council is committed to ensuring good relations amongst the community and our staff as an employer and in how we deliver services.  We have outlined this commitment in our Equality Policy 2008-2010 which incorporates our Race, Disability and Gender Equality Schemes.
