POLICY FRAMEWORK

The Local Government Act 2000 places a requirement on local authorities to produce a number of strategies and plans that must be approved by Full Council because of their significance in tackling strategic issues like crime.

The key statutory elements of a Council’s policy framework are:

  • Community Strategy
  • Best Value Performance Plan
  • Crime and Disorder Reduction Strategy
  • Plans and strategies which comprise the Development Plan
  • Council’s Corporate Plan
  • Food Law Enforcement Service Plan
  • Plans and strategies which comprise the Housing Investment Programme
  • Local Agenda 21 Strategy

A range of other plans and strategies are often included in Authorities’ policy frameworks following Government recommendation (eg Local Agenda 21), or as a matter of choice.

The Policy Framework for Breckland Council is defined in the Council’s Standing Order No 19 as:
All plans or strategies either (a) required by legislation to be approved by full Council or (b) which the Council has chosen to be approved by full Council, in either case including those specified in the Terms of Reference”.
