 What Overview & Scrutiny Does.....
The Overview & Scrutiny function aims to support the Council by leading to corporate improvement.
Members involved in O&S will examine policies and actions, and have the opportunity to use the call-in power to review a specific decision before it has been actioned. Whilst the O&SC cannot overrule the Executive it can determine whether the decision in question was appropriate and ask the Executive to reconsider.
O&S also aims to seek continuous improvement in service delivery and the effectiveness of policies. The O&SC is able to examine and review these and make recommended improvements.
Citizens are able to get directly involved in the work of the Council by holding enquiries into matters of public concern which could lead to reports and recommendations advising the Executive on any matter. If you have a topic you like the O&SC to look into, click here.
And What It Doesn't Do
Members of the O&SC have a wide remit that has the ability to make a major difference both within the Council and to the residents of Breckland.
However, to ensure that their work is most effective, members must prioritise what is important.
It is crucial that O&S concentrates its resources in a targeted way with the primary aim of adding value to work of the Council, focusing on the things that matter most and which could make a real difference to people in the District.
For this reason, O&S does not get involved in individual concerns or minor matters. Such things should be addressed through other channels, including the appropriate service area, ward councillor or through the member of the Cabinet which holds the appropriate portfolio.
O&S does not deal with individual complaints, which should be directed through the Council's Compliments and Complaints procedure.
Other matters not suitable for Overview & Scrutiny include those subject to legal proceedings.
