Submitting a Neighbourhood Plan Area application

What is a Neighbourhood Plan Area application?

Designation of a Neighbourhood Plan Area is the first stage in the preparation of a Neighbourhood Plan.  The applicant - usually a town or parish council - submits an Icon for pdf Application to designate a neighbourhood area [197.77KB] to Breckland Council.

Only one Neighbourhood Plan can be adopted for each neighbourhood area although it is possible for more than one town or parish council to come together to form a single neighbourhood area. In most cases it is expected that a neighbourhood area will follow existing town or parish boundaries.

How do I submit an area application?

Once the neighbourhood area is decided, an Area Application can be submitted to the Council.

The Council will then publicise the application on its website and in other localised publicity to include:

  • The application

  • Details of how to comment on the application

  • The deadline for comments

The Council then considers all of the comments and decides whether or not to approve the neighbourhood area application.

If the Council approves the area, the following information will be put on the website:

  • The name of the neighbourhood area

  • The map of the area

  • The name of the organisation that applied for the designation

If the Council refuses the area, the following information will be put on the website:

  • A document setting out the decision and the reasons for it

  • Details of where and when the decision document may be inspected
