Pre-submission Publication (CLOSED)

During the Pre-submission period the Council will be inviting views as to the 'soundness' of the draft Local Plan - i.e. whether it is consistent with national policy, and sets out an appropriate strategy to meet the housing, employment and infrastructure requirements of the district. During this period the draft plan can be viewed online in the Planning Policy Document Library on the Consultation Portal and in the links below. Copies of the document will also be available for inspection at venues throughout the district including the Council's main offices in Thetford and Dereham, and in Customer Service Centres and local libraries in the market towns.

Comments can be submitted via the online response form on the Consultation Portal. Comments can also be made by email to planningpolicyteam@breckland.gov.uk (with the subject 'Pre-submission comment'), or by letter to the Planning Policy Team, Breckland Council, Elizabeth House, Dereham NR19 1EE. However, comments made by post or email must be completed on the response forms in the links below. Responses not made using the response form will not be accepted.

Preferred Site Options and Settlement Boundaries - NOW CLOSED

Between 19th of September and 31st October 2016 the Council carried out its Preferred Site Options and Settlement Boundaries (Regulation 18) consultation on the Local Plan. The Preferred Site Options and Settlement Boundaries document consulted on the development hierarchy, preferred sites, Snetterton employment area and the approach to rural areas including alterations to settlement boundaries. On the back of a series of Local Plan Working Group meetings around the district, this document provides an updated position on the emerging preferred and alternative sites.

Plan Wide Viability Study - Further opportunity to comment on the early draft - CLOSED

Following the Developers Forum Local Plan Viability event, which was held on the 29th February 2016 the Council, on behalf of HDH Planning and in line with the collaborative approach advocated by the Harmon Guidance, held a consultation from the 7th of March to the 18th of March 2016 in order to receive comments on the assumptions to be used in the Plan Wide Viability Study. It is expected that study will go through further iterations before it will be finalised including additional detail around the testing of affordable housing type and tenure options and sensitivity testing around market changes.

Preferred Directions Consultation - NOW CLOSED

Between 11th January 2016 and 22nd February 2016 the Council carried out its Preferred Directions (Regulation 18) consultation on the Local Plan. The Preferred Directions Consultation Documents builds on the previous Issues and Options Consultation (2014-2015) and sets out the Council's preferred directions and options on a range of strategic topics explaining the reasons why these options are being suggested. Where alternative options have been considered it also explains why these are not being put forward as preferred options. The documents also set out the Council's emerging site options and give a summary of the interim site assessments, explaining why these options are being suggested at this time.

Issues and Options Consultation - NOW CLOSED

Between 17th November 2014 and 9th January 2015 the Council carried out its initial (Regulation 18) consultation on the Local Plan. The consultation offered residents, and other interested Stakeholders, the opportunity to submit their views on what issues the plan should address and comment on potential Issues to be addressed by the plan and potential Options the plan could adopt in seeking to meet the needs of the District and included a call for sites.

Call for Sites - NOW CLOSED

During 2013 the Council carried out a call for sites which allowed developers, landowners and other interested parties the opportunity to submit site suggestions to the Council for site options, (such as for housing, employment and other uses), which they would like the Council to consider for future development within the District as part of the Local plan process. Alongside the Issues and Options consultation (November 2014 - January 2015) a further call for Sites was promoted.

The period for the Call for Sites has now ended.
