Community Safety

We work with partners to keep Breckland Safe and tackle issues such as anti-social behaviour (ASB), crime prevention, and safeguarding.  Below is an overview of the work we do.

ASB Prevention

We take proactive steps to prevent anti-social behaviour and address community safety issues across the district:

CCTV Network

We operate 94 CCTV cameras across Attleborough, Dereham, Swaffham, Thetford and Watton. These cameras help to:

  • Deter crime
  • Support police investigations
  • Improve safety and reduce fear of crime
  • Protect businesses and the wider public

The system is run in line with our CCTV Code of Practice and complies with Human Rights, Data Protection, and other relevant legislation.

 Community Alcohol Partnership (CAP)

CAPs in Thetford and Dereham work to reduce alcohol-related harm among young people by bringing together:

  • Local retailers
  • Schools
  • Community organisations
  • Enforcement partners

Public Spaces Protection Orders (PSPOs)

Breckland currently has three PSPOs in place across Breckland to help reduce persistent ASB in public areas and improve community safety. Click to view all PSPOs

Partnership Working

Norfolk Community Safety Partnership (NCSP)

The NCSP brings together organisations from across the county to tackle crime and disorder. Partners include:

  • All Norfolk District Councils
  • Norfolk Constabulary
  • Norfolk Fire & Rescue Service
  • Probation and youth offending services
  • Health services
  • Housing providers

The aim is to ensure Norfolk remains a safe place to live, work and visit.

The Breckland Operational Partnership Team (OPT)

Breckland OPT comprises of  Breckland Council Anti-Social Behaviour Officers and Norfolk Constabulary.  They work closely with housing associations and other agencies to:

  • Address ASB across the district
  • Support victims
  • Work with perpetrators to change harmful behaviour
  • Resolve community issues involving individuals or groups

Registered Social Landlords (RSLs)

RSLs (housing associations) are responsible for managing the behaviour of their tenants.
Any ASB involving a social housing tenant should be reported to the relevant RSL first, who will then work with the OPT if needed.

Safeguarding Children and Young People

Norfolk County Council has a Local Safeguarding Children's Board (LSCB) in place, consisting of statutory and voluntary partners including Breckland Council. The purpose of this board is to ensure a co-ordinated and consistent approach to the safeguarding of children across Norfolk.

Breckland Council has reporting responsibilities and has a duty to pass on any concerns they are made aware of around a child's safety or welfare, either directly to Norfolk County Council or the Multi Agency Safeguarding Hub (MASH) if necessary. If there is an immediate safeguarding risk to any child, then it will always be reported to the Police too.

Prevent

Prevent is part of the UK's counter-terrorism strategy, safeguarding and supporting members of the community to stop them becoming radicalised or supporting violent extremism.
