29/07/2025: Breckland Council to tackle underage drinking in Thetford with Community Alcohol Partnership

Thetford CAP launch

Breckland Council is excited to announce the launch of a Community Alcohol Partnership (CAP) in Thetford. This initiative is designed to support a healthier and safer community by uniting local groups such as Norfolk Police, Public Health, Trading Standards, Licensing, schools, retailers, and the local community. The primary goal is to address issues related to underage drinking and vaping.

The Thetford CAP will concentrate on several key areas. In a bid to reduce underage sales CAP will support local businesses by providing specialised training and Challenge 25 resources. The program will also collaborate with supermarkets to adjust their advertising strategies, discouraging young people from purchasing alcohol. Another area of focus is preventing proxy purchasing, where the partnership will participate in public events and work closely with local schools and invest in youth groups to help raise awareness about the dangers of adults buying alcohol for those under 18.

Promoting responsible retailing is also a priority. CAP will enhance our promotion of initiatives such as the "Ask for Angela" scheme, which aims to keep people who feel vulnerable, safe in social settings and there will be an emphasis on raising awareness around drink spiking.

Cllr Tristan Ashby, Executive Member for Health and Communities, said: "I am delighted that Breckland Council is a key partner of the Community Alcohol Partnership in Thetford. As Chair of the Breckland Health and Wellbeing Partnership, I'm particularly pleased that some of our funding has been used to support this important initiative.

"By bringing together local organisations, retailers, schools, and enforcement agencies, we are taking a proactive approach to tackling underage drinking and promoting responsible alcohol use. This partnership represents a meaningful step towards creating a safer, healthier environment for young people and the wider community in Thetford, and I look forward to seeing the positive impact it will have."

Cllr Helen Crane Executive Member for Waste, Environmental Health, Licensing and Sustainability added "Breckland Council provides several services that protect our communities and support our businesses. The launch of CAP is a very welcome addition, enabling us to work closely with businesses to reduce crime and anti-social behaviour, making residents feel safer."
