Local referendum (23 November 2017)

A local referendum was held on 23 November 2017 to decide if the Attleborough Neighbourhood Plan should become part of the council's development plan. The turnout was 30 per cent, of which 93 per cent (2,542) voted in favour of using the Plan to help decide planning applications in the neighbourhood area and seven per cent (190) voted against

Examination

The Attleborough Neighbourhood Plan was subject to an Independent Examination between July and August 2017. The Examiner found that, subject to all of the policies being modified, the plan met the 'basic conditions' and recommended that it proceed to a local referendum. The decision to hold the referendum was agreed on 14 September 2017.

Submission Consultation (Reg.16)

Breckland Council carried out formal consultation on the submitted Neighbourhood Plan to see if it fulfils the Basic Conditions set out in the Town and Country Planning Act 1990. The consultation was carried out in accordance with Regulation 16 of The Neighbourhood Planning Regulations 2012 (as amended). The consultation period ran from 6 April to 19 May 2017.

Attleborough Town Council carried out pre-submission consultation between 7 July and 17 August 2016.

SEA/HRA Screening and Determination (September 2020)

In March 2016 the Pre-submission draft Neighbourhood Plan was screened to decide whether an SEA and/or an HRA were needed. The assessment concluded that there are likely to be no significant negative effects on the European Designated Sites resulting from the Policies detailed within the draft Plan. Therefore, based on the submitted draft, a full Habitat Regulations Assessment is not required.
