Licensing Pre-Opening Checklist

Please read through the following checklist to ensure that licensing requirements will be complied with ahead of re-opening your premises.  This list is not exhaustive.

Pre-Opening Checklist
Has there been a change to the licence holder or their registered address? 
Is the current DPS still working at the premises? 
Is the Premises Licence Summary on display at the premises?  Is the full licence available for inspection? 
If you have an authorisation document for bar staff is it up to date? 
Has the Premises Licence annual fee been paid? 
Is the gaming machine permit or notification up to date?  If it's a permit, as the annual fee been paid? 
Is your licence fit for purpose - are you making any alterations to the layout of the premises, are your licensed hours what you require, do you need to remove or modify conditions, does your licence allow off sales or alcohol, is your outside space included in the plan on your licence? 
Do you need any Temporary Event Notices in the coming weeks/months? 
If you have taken up the provision of takeaway food or added a food offering have you considered if you need late night refreshment added to your licence if trading beyond 11pm? 
Do you need to add an outside bar that isn't currently on your licence? 
Have you reviewed your licence conditions to ensure you are compliant and to consider whether any of them need amending/removing? 
Outside drinking - are you in an area covered by a Public Space Protection Order (PSPO) also known as controlled drinking then alcohol can be seized by the Police unless the area is covered by a pavement licence or is licensed as part of the premises licence. 
Do you have an outside food wagon/trader trading from the grounds of your premises?  Have you checked if they need Street Trader Consent? 
Check fire risk assessments - is it up to date, review capacity levels within the assessment and/or licence conditions in light of Covid-19? 
Consider existing operating procedures and policies in light of Covid-19 Regulations - do you need to update e.g. security, cleaning, controlling queues, markers etc? 
Consider website and social media to give advance notice to customers of how you will operate - table service, restrictions, etc. 
Consider staff training on operational changes that will impact on re-opening. 
Undertake pre-opening licence health check and risk assessment to comply with Covid-19 Regulations (as released) and signage requirements - including social distancing guidance, hygiene information, entry and exit routes, pick up and drop off point instructions, customer instructions about service and the payment process.
