Partial Update - September 2023

The Breckland Local Plan was adopted on 28 November 2019. It sets out a strategy for delivering the homes, jobs and infrastructure needed in the district between 2011 and 2036. Policy INF 03 included a requirement for the Council to undertake a Partial Review of the Plan with regard to housing, non- travelling gypsy and travellers, accessibility of homes standards and economic development. This would be submitted for examination November 2022. In the event that the review was not submitted for examination by this time, then the Council's policies that relate to the supply of housing, economic development and Gypsies and Travellers would be deemed to be out-of-date.

The Council is undertaking a single policy review of Policy INF 03 that proposes amendments to the Policy and supporting text. This is necessary to ensure that the housing supply, economic development and Gypsy & Traveller policies in the Local Plan are not deemed to be out-of-date for decision-taking by the words of Policy INF03 itself.

The Council has completed a public consultation on the Partial Update of the Local Plan.  That consultation commenced on 11 August and ended on September 23 2022.

A second (Regulation 19) Consultation ran between September 30 and ended at 17:00 on 11 November 2022.

Following a cabinet decision in November 2022 the Partial Update was submitted for Examination on November 29 2022.  The Planning Inspectorate will arrange an examination, which is likely to be held in Spring 2023. At this stage an independant Planning Inspector will assess whether the Partial Update proposal is 'sound'.
