Salary: Grade 9, £25,539 - £31,645 per annum (subject to Job Evaluation)
Hours: Full time, 37 hours per week
Place of Work: Elizabeth House, Dereham / Across Breckland
Contract term: Temporary for 6-12 months. This post may be offered as a secondment, subject to agreement from your current service manager/local authority employer. If appointed on a secondment basis, you would return to your substantive post at the end of the placement.

We're offering a fantastic temporary opportunity to join our Property Estates service as a Land Management Support Officer. This role is ideal for someone who enjoys variety, problem‑solving and supporting projects that shape how the Council manages its land and property portfolio.

You'll be part of a small, busy team working on a wide range of land and development matters, from enquiries and transactions to helping prepare documents, plans and project information. It's a great chance to build experience in a specialist area and develop new skills.

As our Land and Development Support Officer you will be:

  • Providing day‑to‑day administrative and organisational support to the Land & Development team
  • Gathering information and helping prepare documents, reports and simple plans
  • Supporting land and property transactions, including disposals and acquisition of assets
  • Coordinating information, preparing sales packs and tracking progress
  • Responding to land enquiries from the public, councillors and internal teams
  • Maintaining accurate digital and paper records
  • Arranging meetings, taking notes and following up actions
  • Updating project trackers and monitoring progress
  • Assisting with boundary queries, access requests and other land‑related issues
  • Processing applications for easements, licences and similar matters
  • Coordinating external consultants when required
  • Processing purchase orders, managing supplier queries and supporting financial administration
  • Updating in‑house systems, including the land terrier and GIS, to reflect changes in ownership
  • Supporting Land Registry searches and helping resolve discrepancies
  • Carrying out other administrative duties as required

Description of duties

  • Provide general administrative and organisational support to the Land & Development team.
  • Help gather information for land and property projects.
  • Assist with preparing documents, reports and basic plans.
  • Support the preparation of documentation and information required for the land and property transactions.
  • Support the disposal of surplus land and property, including preparing sales information, co-ordinating information, tracking progress and liaising with internal teams and external partners.
  • Help with land enquiries from the public, councillors and other departments, ensuring timely and accurate communication.
  • Keep records up to date and maintain filing systems (digital and paper).
  • Assist with arranging meetings, taking notes and following up actions.
  • Help monitor progress on projects and update tracking systems.
  • Support the team in dealing with land issues such as boundary queries or access requests.
  • Assist with processing applications for easements, licences and similar land matters.
  • Help organise and coordinate external consultants when required.
  • Carry out general administrative tasks to support the Land & Development Manager.
  • Input and process purchase orders and invoice queries and manage suppliers.
  • To administer and update all in house software systems, including the land terrier and GIS system with any changes to the Council's ownership or property through acquisition or disposal..
  • Support land registry searches and support the Land & Development team in dealing with discrepancies with property and land ownership.
  • Undertake any other duties as required by the line manager as part of the role including any other head office related administration
  • Ensure compliance to all policies, procedures, standard operating practices, with recommendations for action and continuous improvement.

Person Specification

Experience and Knowledge

Essential

  • Experience of working in an office or administrative environment.
  • Good organisational skills and attention to detail.
  • Ability to handle enquiries professionally
  • Basic understanding of land, property or local government work (or willingness to learn).

Desirable

  • Experience of working in a local authority
  • Experience supporting property, planning and development teams.
  • Knowledge of simple land or property processes.
  • Familiarity with the local area.

Qualifications

Essential

  • GCSEs/A-levels or equivalent experience
  • Good IT skills (Microsoft Office, email, spreadsheets)

Desirable

  • Interest in property, land management or development
  • Working towards a relevant qualification (e.g. property, planning, admin)
