Types of Building Control Applications

We offer a range of application types depending on the nature of your project. The main types are:

  • Full Plans Application
  • Building Notice
  • Regularisation
  • Reversion
  • Partner Authority Scheme (PAS)

Full Plans submission

    This is the most thorough route and is recommended for most projects.

    You will need to submit:

    • Detailed drawings to a recognisable scale (e.g. 1:100, 1:50, 1:20)
    • Sectional drawings, plan views, and elevations to show how the work affects the existing building
    • Specification of materials and construction methods

    Once submitted we will check the plans for compliance with the Building Regulations and notify you of any necessary amendments

    Building Notice Application

    Suitable for smaller, straightforward domestic projects that do not involve commercial premises or complex work.

    Please note:

    • Cannot be used for buildings subject to the Regulatory Reform (Fire Safety) Order 2005
    • Not allowed where work is over or near an Anglian Water public sewer (within 3 metres of the centreline)
    • Please note that with this application type, no formal plan check is carried out and compliance is assessed only through site inspections

    Regularisation

    Used when building work has been carried out without Building Regulation consent, typically on domestic properties. This process allows the local authority to retrospectively assess the work and determine if it complies with the relevant Building Regulations.

    Please note:

    • A site inspection is required, and some parts of the work may need to be uncovered, or opened up, for assessment
    • You may be asked to provide supporting information, such as structural calculations or photographs taken during the original works
    • If the work is found to meet the necessary standards, a Regularisation Certificate will be issued as formal evidence of compliance

    Partner Authority Scheme (PAS)

    The Partner Authority Scheme (PAS) enables you to work directly with Breckland Council's experienced Building Control team on the design and plan checking stages of your project, no matter where the project is located in England and Wales.

    This scheme is particularly beneficial for architects, developers, and contractors who operate across multiple regions and want to maintain a consistent approach to Building Regulation compliance.

    Key benefits include:

    • A single point of contact throughout the design phase for ease of communication and continuity.
    • Consistent plan assessment, reducing delays and variations between local authorities.
    • Streamlined process for clients working on repeated or standardised builds (e.g. housing developments or commercial units).
    • National reach with local expertise, backed by our in-depth understanding of legislation and strong working relationships with other councils.

    This approach can simplify complex planning arrangements and offer greater confidence during early project development.
