Building Control charges
From 1st November 2025, Building Control fees will be increasing following a full review of our charging structure, the first update in several years.This review has been carried out to ensure our fees remain fair, transparent, and reflective of the true cost of delivering a professional service.
In recent years, there have been significant national changes across the Building Control sector, including new requirements from the Building Safety Regulator (BSR), higher service delivery standards, and additional inspection and administrative duties. These changes have increased overall service costs, and a review was necessary to ensure the service remains sustainable and compliant.
The revised fees will allow us to continue providing a reliable, responsive, and fully compliant Building Control service, while meeting all statutory obligations and maintaining cost recovery in line with the Building (Local Authority Charges) Regulations
Our Building Control charges are set in accordance with the Building (Local Authority Charges) Regulations 2010 (opens new window) and the Breckland Council Building Control Charging Scheme.
These charges are designed to recover the cost of providing the Building Control service and to ensure that fees are fair, transparent, and proportionate to the type and complexity of work involved.

Types of Application
Full Plans Application
A Full Plans application involves submitting detailed plans, drawings, and specifications for your proposed work. These are checked by a Building Control Surveyor to confirm compliance with the Building Regulations before work starts.
This route is most suitable for larger, or more complex projects, such as extensions, new dwellings, conversions, or commercial buildings. Once approved, it provides formal confirmation that your plans meet Building Regulation requirements
Building Notice
A Building Notice application is intended for smaller, straightforward domestic projects where detailed plans are not required at the outset. Instead, work is inspected on site as it progresses to confirm compliance with the Building Regulations.
Typical examples include:
- Small extensions
- Garages or loft conversions
- Internal alterations
Please note that this route is not available for commercial projects, flats, or buildings where the work involves a new sewer connection
Regularisation
A Regularisation application is required when building work has been carried out without Building Regulation approval. This process enables retrospective assessment of the works to determine compliance, and inspection, or exposure, of hidden elements may be necessary. Where standards are met (or can be brought up to standard), a Regularisation Certificate can be issued to confirm compliance.
The Regularisation charge is calculated as the standard application fee plus 20%, and no VAT is payable on this type of application. Payment must be made in full when this type of application is submitted.
Works for disabled persons
Where building work is carried out solely for the benefit of a person with disabilities, no Building Control charges are payable. To qualify for this exemption, a certificate, or letter, from a relevant health professional (such as a GP or occupational therapist) must be provided confirming that the works are for the sole benefit of a disabled person
Scheme discounts
Discounts may be available for repetitive, similar or multiple projects carried out at the same site, or by the same developer.

Important Notes
- All charges are subject to periodic review in line with the Building (Local Authority Charges) Regulations 2010.
- Charges may vary for complex or high-value projects, please contact the team for an accurate quotation.
- VAT is chargeable on all application types except Regularisation applications
