Section 106 funds held, monitoring and reporting.

I am writing to request information under the Freedom of Information Act 2000 regarding financial contributions received by the local authority through Section 106 (S106) agreements.

  1. Total S106 Funds Held
    Please provide the total amount of money currently held by the local planning authority that was received through Section 106 agreements.

  2. Breakdown of S106 Funds by Purpose
    Of the figure provided in Question 1, please specify how much is allocated to:

    • Affordable housing
    • Highways, roads, or transport
    • Education contributions
    • Open spaces (e.g. recreation, play areas, parks)
    • Health and social care services (NHS)
    • Biodiversity Net Gain contributions
    • Other - any monies received that does not fall within the above remits
  3. Age Profile of Unspent S106 Funds
    Please confirm how much unspent S106 funding was originally received:

    • 2025/26 financial year
    • 2021/22 to 2024/25 financial years (inclusive)
    • 2020/21 financial year or earlier
  4. S106 Refunds to Developers
    Please provide the total amount of S106 money returned to developers from 2019/20 onwards, per year if applicable.

  5. S106 Agreements / Deeds of Variation Signed
    How many S106 agreements / Deeds of Variation (please separate out) were signed within the following years:

    • 2025/26 financial year
    • 2024/25 financial year
    • 2023/24 financial year
    • 2022/23 financial year
    • 2021/22 financial year
  6. Staffing for S106 Monitoring
    Please state the number of officers currently employed whose role includes monitoring or managing developer contributions.

  7. Method of S106 Monitoring
    Please confirm what software or tools are used to monitor S106 agreements.
