Job Purpose:

To operationally manage and oversee the Council's land property assets to meet the requirements of the Asset Management Strategy and Corporate Plan.

To undertake the client management role for the Breckland Bridge property joint venture and develop this partnership and deliver projects within it.

To manage and deliver development projects utilising the Council's land portfolio.

To oversee the management of property asset data and systems for property management.

To provide support on strategic property projects and workstreams including the acquisition and disposal of property.

Description of Duties

Primary Functional Objectives of the Role:

  1. Responsible for the estate management and development of the land portfolio.
  2. Responsible for the client management and development of the Breckland Bridge property joint venture and ensure the delivery of the projects within the Breckland Bridge business plan.
  3. Undertake complex land and development negotiations to maintain the best interests for the Council in its property holdings.
  4. Oversee the development and completion of revenue and capital development and construction projects in relation to the land property portfolio.
  5. Provide investment opportunities and deliver both acquisition and disposal of property interests and in particular disposals of land for best value.
  6. Management of the associated cost centre budgets for both income and expenditure and budgetary controls in relation to the management of the land portfolio and development projects utilising the Council's land portfolio.
  7. Provision of tenders / quotations and oversee procurement for service specific and capital projects and appointment of professional project teams and consultants.
  8. Oversee the management of property asset data and systems for property management.
  9. Ensure the land portfolio is health and safety compliant and has the necessary risk assessments in place.
  10. Responsible for monitoring, reporting and seeking ways to improve the performance of the land portfolio.
  11. Support strategic property activities to drive forward the Council's key priorities which the property assets contribute to and support the development of new property strategies for the Council's property estate.
  12. To coordinate cross-service property related projects with senior managers, members and colleagues.
  13. To actively promote and contribute to the development of major Council initiatives as directed by the Assistant Director of Property & Projects.
  14. Responsibilities will also include working with partners and suppliers, writing reports, attending meetings (internal and external) giving presentations, and working to tight deadlines.

A flexible approach to working hours will be essential to successfully manage the demands of the role and the postholder may be required to be on an out of hours call-out rota.

Ensure compliance to all policies, procedures, standard operating practices, with recommendations for action and continuous improvement.
