Job Purpose:

To provide technical guidance and support for the development, redevelopment and management of the council's property assets.

To maintain and update the council's property data and administer the property data systems and software and provide relevant reports and plans.

Description of Duties

Primary Functional Objectives of the Role:

Provide technical advice and appraisals on property identified for disposal or development. This also includes property identified as being encumbered by a legal interest, such as wayleave or easement.

Advise on layouts of infrastructure (including roads, sewers, and drainage) either for development of the council's property or for adoption and provide support on the transfer of property or adoption of land and related projects.

Identify infrastructure and public services (such as drainage and power) to support the development of any council or partnership plans for development or improvements (such as flood alleviation) and work with any external bodies for the same.

Commission and undertake site surveys and inspections.

Create AutoCAD based property plans, lease plans and transfer plans for inclusion in legal documentation or for property identification purposes or to assist property-based projects.

Lead, manage, organise, update and develop the council's property data within the relevant data systems - asset register and property management software - and act as systems administrator as required.

Seek new methods to digitise and extract relevant enquiries from data sets and develop guidance or training for colleagues to self-service access to property data.

Provide a liaison role for Ordnance Survey and HM Land Registry and any other relevant organisations in for the management of the council's property data.

Respond to statutory (Planning Applications) consultations and internal consultations relating to the management and development of the council's property assets.

Prepare formal and informal reports, presentations, and briefing information to support property decisions.

Any additional duties as required by the Line Manager.

A flexible approach to working hours will be essential to successfully manage the demands of the role.

Ensure compliance to all policies, procedures, standard operating practices, with recommendations for action and continuous improvement
